What human-centered research reveals about trust, accessibility, and risk in AI-mediated experiences

AI-generated summaries, conversational search tools, and digital assistants are quickly becoming the first place people encounter public information. For many users, these tools now act as the front door to government services, healthcare guidance, and regulated content.

This shift raises a practical question for teams responsible for public-facing information:

What happens to trust, accessibility, and accountability when users no longer start on your website?

Based on our research and evaluation work with public-sector and regulated organizations, this change is less about adopting new tools and more about understanding how people interpret, rely on, and act on AI-mediated information.

AI tools change where people start, not what they expect

Across studies, a consistent pattern appears. People use AI tools to orient themselves quickly, but they still expect authoritative sources to be accurate, complete, and safe.

AI summaries function like an evolved form of search results or featured snippets. They help users decide what to do next. They do not replace the responsibility of organizations to provide clear, accessible, and trustworthy information.

For public-sector and regulated content, this distinction matters. When an AI tool summarizes eligibility rules, health guidance, or compliance requirements, small errors or omissions can lead to real-world consequences.

From a user’s perspective, the source remains accountable, even when the interaction happens elsewhere.

Accessibility risks increase when content is interpreted, not just displayed

AI tools do not simply surface content. They interpret it.

That interpretation layer introduces new accessibility considerations that many teams are not yet assessing. For example:

  • Headings, tables, and structured content are often reassembled without context

  • Plain language improvements may be lost if source content relies on visual cues or layout

  • Important caveats, timelines, or exclusions may be summarized away

In regulated environments, accessibility obligations do not stop at the page level. If users rely on AI-generated responses to understand their rights, eligibility, or obligations, the underlying content structure becomes part of the accessibility experience.

There is growing interest in AI Engine Optimization, or AEO, as organizations try to influence how their content appears in AI-driven tools.

For public-sector and regulated teams, the goal should not be visibility alone. It should be controlled clarity.

Human-centred evaluation helps teams answer questions such as:

  • What information do users trust when it comes from an AI tool?

  • Where do misunderstandings occur, even when content is technically correct?

  • Which content elements are most likely to be misinterpreted or dropped?

This kind of testing shifts the conversation from “How do we rank?” to “Where does risk increase, and how do we reduce it?”

Research fills the gap between policy intent and user behaviour

Policies, standards, and content guidelines define what should happen. Research shows what does happen.

In AI-mediated environments, this gap becomes more visible. Teams may believe their content is clear because it meets policy requirements, while users experience confusion when that same content is summarized or rephrased by an AI system.

Moderated and unmoderated testing can surface:

  • How users interpret AI-generated responses

  • When users over-trust incomplete information

  • Where they seek confirmation or give up entirely

These insights are difficult to infer from analytics alone. They require direct observation and structured evaluation.

What this means for public-sector and regulated teams

AI does not remove responsibility from content owners. It increases it.

Organizations that treat AI-mediated experiences as out-of-scope risk introducing new failure points into otherwise compliant systems. Those that apply human-centered research early can identify issues before they become public trust or accessibility problems.

Practical next steps include:

  • Evaluating priority content as it appears in AI tools, not only on owned platforms

  • Testing comprehension, not just discoverability

  • Reviewing content structure with accessibility and summarization in mind

  • Treating AEO as a governance activity, not a marketing tactic

Designing for trust in a mediated world

AI-driven interfaces are now part of how people understand public services and regulated information. The organizations that succeed will be those that acknowledge this shift and respond with evidence, not assumptions.

Human-centered research provides a way to test, validate, and reduce risk while services evolve. It helps teams move forward with confidence, even as the interface between organizations and the public continues to change.
